Highlights of the NEW Graduated Driver Licensing Legislation

Permit may be obtained at 16 years of age.

Front seat occupants are limited to Driver and Supervising Driver.

ALL occupants of the vehicle must be restrained by a safety belt or child-safety seat.
Permit holder may not operate a motor vehicle with more than 2 passengers under 21 AND are not members of the Permit Holder's IMMEDIATE family, Unless with a licensed parent, guardian, person in a position loco parentis, driver ed. teacher or driving school instructor over the age of 21.

In NY City, Permit Holder may ONLY operate a motor vehicle with dual controls and accompanied by a Driver. Ed. Teacher, Driving School Inst., parent, guardian or person in position of loco parentis, over 21.

When taking a Road Test for DJ or MJ license (or limited class DJ or MJ license) a WRITTEN Certification by the holder's parent or guardian must be presented indicating that the holder has operated a motor vehicle under supervision for a MINIMUM of 20 hours. Time driving in a Driver Ed. course or with a Driving Inst. may be counted toward the 20 hour requirement.

The Permit MUST be valid for at least 6 months. If at any time the permit was suspended or revoked does not count.

Limited Class DJ or MJ (Junior) license. Usage limited to driving OUTSIDE the counties of Nassau, Suffolk, Kings (Brooklyn), Queens, New York, Bronx, Richmond (Staten Island), Westchester, Putnam or Rockland ONLY. More information available from the DMV website.

Class DJ or MJ (Junior) License (Driving in New York City - which are the counties of Kings, Queens, New York, Bronx and Richmond [Staten Island])- is not allowed.

(used to unrestricted and licensed driver could be 18)

A class D or M (unrestricted license) can be obtained at 17 upon completion of driver's education. The Junior License automatically becomes a class D or M (unrestricted) license at 18.
